Frank B. Latchmore (1939)
Despite the advent of the Second World War, the Rugby Union of Canada continued to function. Frank Latchmore, who had attended the inaugural meeting of the Rugby Union of Canada in 1929, as Quebec’s representative, continued to be active in a number of different areas. He had been an active referee and he was the secretary of the Quebec Rugby Union in 1935. He was elected as the president of the National Union and he served for one term. In the middle of this term, in September, 1939, the Rugby Union of Canada ceased operations.
