Objectives of the League

To promote the development and sportsmanship in participants

To maintain a well balanced league so that our youth may take advantage and gain from it.

To show the participants fair competition, how to get along with fellow teammates, and have respect for the managers, elders, coaches and each others in and out of the playing field.

To provide the players with something constructive away from the danger found in the streets of New York City during the summer.

Requirements:

Players:

* Must complete a contract, which requires school letter of certification, and parents signature.

* Provide one recent picture and a copy of a birth certificate or passport

* Pay required fees( it varies depending on Team Division)

Pamper Division- $ 35.00

Pee-Wee division- $ 65.00

Little League- $ 75.00

Jr. Pony- $ 125.00

Participate in all activities sponsored by the league.

Manager, Coaches and Members of the League:

To be a dedicated, active and a patient leader.

Obey all rules and regulations as well as the constitution.

Look out for the interest and better functioning of the league.

Umpires and officials:

It is to be understood that after the Chief Umpire of the league has selected the umpire and officials, none of them may be removed from the game unless there is an emergency to be attended or a situation merits the removal of an official.

Official rules of Conduct:

The Manager/Coach must present nine(9) players or the game will be forfeited.

Thirty(30) minutes will be allowed after starting time to complete a team before the forfeit of game during week days and 15 minutes during weekends.

When a team forfeits a game, the manager is in charge of paying the umpire. The manager must pay at the forfeit time.

Managers and coaches must remain in the dugout unless they are coaching. The umpire will give you one warning, after that you will be ejected from the game.

When a manager, coach or player has been ejected from a game, he/she automatically will be suspended for the next game. This includes regular season, playoffs and championships. If a player has been selected to play in an All-star game, he/she will not be allowed to participate.

Managers must have a team of fifteen(15) players and fifteen uniforms. Those teams that do not have a full roster, the league will assign players from the waiting list.

No food or beverages will be allowed in the dugout or the playing field wile game is in progress. (water and gatorade excluded and it must be in plastic bottles.

The umpire has the right to give verbal warning to the managers, coaches, players and parents.

No baseball player will be allowed to act as a coach, except in the Jr. Pony Division, but he/she must wear a helmet at all times.

NEW RULES

The managers and the coaches from the league should consider helping the president fix the field after it has rained.

Managers and coaches must involve themselves in all activities and functions of the league

In league meetings a manager, coach or an alternate must represent each team.

All mangers shall nominate a delegate to assist and attend all meetings, who will substitute in his/her absence.

A team parent must be selected to attend each meeting. ALL parents must attend first meeting.

If the manager for any circumstance must leave the playing field he/she must assign the delegate to manage the game and will have to report the same to the umpire and the manager from opposing team. The registered delegate does not have to be fully uniformed. But can not wear shorts at any time. (no Exceptions)

The substitute manager will assume all responsibilities of the team and shall be responsible for any changes and conduct of the team.

Managers and coaches will be responsible for instructing all team members in the fundamentals of the sport and also for encouraging good sportsmanship at all times.

All members must try to create an atmosphere of trust in one another at all times.

No one will try to do any physical or mental harm to any one in this organization.

RULES FOR PARENTS:

All uniforms are the property of the league and shall be used only in the league and league sponsored events.

The monies rendered to the league as quota for the season does not render the player the right to damage any league property including uniforms, bats, etc.

The parents have to render their full cooperation in any activity that the league launches.

All parents should attend each game of his/her child to help support and give them the encouragement that they need. they should also be aware of the child’s behavior.

All parents should attend at least two or three meetings during the season, this will bring better communication and better understanding of the rules of the league.

ARTICLE I

1.Managers and coaches are responsible for their players, parents and fans behavior or discipline in and out of the field. Failure to comply with rule can result in forfeit of the game.

2. Any player, parent, coach/manger using offensive language against player, umpire, fan or directors of the league will be subject to suspension.

3. Any team who has players over the required age will be suspended and any previous games will be confiscated.

4. Smoking is not permitted; alcoholic beverages are not to be consumed on or around the playing field, prior to or during a game.

5. When the umpire ejects a manager or coach out of the game, they must remain at least 200 feet from the playing field. in the event of a player being ejected out of the game he or she must remain in the dugout.

6. All players must participate in at least 3 innings in a game. Peewee 1 at bat and 6 outs, L.L.- 1 at bat and 9 outs. Those who do not play in a game must start the next game and play at least three innings.

7. No member of the team may leave the playing field without obtaining permission from the umpire.

8. All members of the team must remain uniformed until the end of the game. In the event that a member removes a team shirt, he or she could be subject to suspension.

9. When a manager or coach is discussing a play with the umpire the players must remain in position.

10. When a manager or coach visits the mound twice in an inning the pitcher must be removed. If the manager and coach visit the mound at the same time it will be counted as two visits to the mound and pitcher must be removed.

11. Should any manager at any time remove his team from the field the game will be confiscated and awarded to the opposing team. The team can also be suspended from the tournament.

12. Bats are subjected to inspection at any time. No barrels are allowed.

13. Steel spikes will not be permitted in any division. Uniforms pertaining to the league should not be altered in any way unless the league places the alteration on the uniform(decals included)

14. The Jr. Pony level must follow professional rules.

15. Any player who throws a bat, a helmet, a glove, etc. In a disrespectful way will be punished for two games and/or could be suspended from the league for the rest of season (no refunds)

16. Mangers must inform their parents of the following:

A. league property must be returned immediately after the season.

B. Parents are responsible for any property given to them.

17. Bat length by division:

Pee Wee 26, 27, 28 inches

Little League 29, 30, 31 inches

Jr. Pony 31, 32, 33 inches

18. If a manager or coach crosses the foul lines to make changers he will be counted with a visit to the mound

19. All team members must be in full uniform.(with the exception of the alternate)

20. All teams must have at least 12 paid players by opening day, in order to play.

21. All contracts must be paid a week before opening day.

22. The required age group for the following divisions are:

Pamper 4, 5, 6 years age

Pee Wee 7, 8, 9 years of age

Little League 10, 11, 12 years of age

Jr. Pony 13, 14, and two(2) 15 years olds but the 15 year olds cannot pitch

23. A player is obligated to wear a protective helmet while on the deck circle, in the batter’s box and on the base path.

24. For a player to participate in the play-offs he/she must play in at least half of the games since he/she was signed in.

26. All jewelry must be removed prior to the game, this includes the managers, coaches and umpires.

27. All Managers must carry a First Aid Kit.

28. During the course of the game only the umpire, players and coaching staff are allowed on the field.

ARTICLE II:

1. All protest must be signed at the moment of the play by the umpire and handed to a board member within 24 hours after the game in the following manner:

A. It should include the time and inning in which the play occurred.

B. The name of the opposing team.

C. Reason for protest

D. The names of the umpire(s) of the game

E. It must include $15.00 dollar fee and be placed in a sealed envelope. If these rules are not followed the protest will not be valid.

ARTICLE III:

1. The umpire should report incidents during a game to the board of directors within 24 hours of the end of the game.

2. After reviewing the alleged incidents the manager will have the right to discuss his/her version of the incident to the board of directors. A fair and honest decision will be made.

3. In the event that the incident involves a player, the parent and the manager will represent the player. If the parent and manager, along with the player do not appear before the board, the child is subject to suspension,

4. The umpire has the right to remove a fan that has been disruptive to a game in a foul manner.

5. In the event that a manager or a coach has been ejected out of a game, the umpire must write out a report and recommendation to the board of directors.

6. Any player, manager, coach or parent who physically abuses an umpire, opponent, or a member of the league will be automatically thrown out of the league.

ARTICLE IV:

Pee Wee and Little League Rules:

1. For the Peewee division: No team is allowed to have more than six nine year olds on a team. For the Little League division: no team is allowed to have more than six (6) twelve-year olds on a team.

2. For the Peewee division: Any pitcher who pitches five(5) innings cannot pitch again for another 72 hours. In the event that a pitcher does not pitch six(6) innings he/she will be allowed to finish his innings within 18 hours.

For Little League division: Any Pitcher who pitches six(6) inning cannot pitch again for another 72 hours. In the event that a pitcher does not pitch six(6) innings he/she will be allowed to finish his innings within 18 hours.

3. For the Peewee Division: there are no stealing bases.

For the Little League division: A runner cannot steal a base until ball crosses the plate, if he does, the umpire can call him/her out.

4. For the Peewee Division: Bunting is not allowed

For the Little League Division: Bunting is allowed, but not when there is a runner on third base.(no squeeze Play)

5. Tagging from all bases.

6. If a pitcher hits a batter two times consecutively or three times in a game he must be removed as the pitcher.

7. Catchers must wear their equipment at all times on defense including catchers mitt.

8. All players must wear a protective cup. A child without a protective cup will not be allowed to practice or play(no exceptions). Managers are not allowed to use other team member’s personal belongings such as hats or cups on other players. If a manager is caught sharing equipment between players, the manager and the team member who does not have his or her own equipment will be suspended for one game.

9. No player can be signed after the last Friday in June.

10. The Distance from the pitcher’s mound to home plate is as follows:

Pee-Wee 42 feet

Little League 46 feet

Jr. Pony 60 feet

11. The Distance between the bases is as follows:

Pee-Wee 45 feet

Little League 60 feet

JR. Pony 85 feet

12. If your team home team advantage, you will be by the first base dugout, if you are the visiting team then your team will be by third base dugout. This applies for all divisions.

13. When your team is serving(on the field) all managers and coaches must remain inside the dugout( no exceptions)

14. All players must remain in the dugout for the duration of the game.( they must let their managers or coaches know if they need to use the bathroom).

15. No parent is allowed to remove their children from the dugout unless the manager knows about the removal.

Final notes:

In order for your team to play I must have all the paper work before your first scheduled game. I will not accept any paperwork before your game. I need time to go over the contract and all the paperwork, so I can approve it.
