The following are effective as of April 21, 2008
Section One Introduction I. The Multicultural Soccer Association (M.S.A) is a non-profit organization that every year from April to September has organized a soccer tournament in the community. This is to encourage the practice and spirit of the game of soccer as well as to bring together different ethnic groups into the game of soccer. II. A Board of Directors is elected by the teams’ representatives on a yearly basis. This is according to the bylaws of Multicultural Soccer Association. Please refer to the bylaws of the Association (page 3- article 3, page 4-article 4). III. Committees are formed and based on the needs of the Association. Some of these committees are: a) Special Events Committee b) Discipline Committee c) Different Service Committee d) Auditor Committee IV. Teams’ must have two representatives; this representatives will be recognized by the Association. They will be responsible to carry out the responsibility of their team as well as the obligations within the association. V. Annual General Meeting will be appointed by the board of directors (see MSA by laws, page 5,6-article 5). VI. Representatives will meet whenever the Association feels is necessary. At this meeting all the representative must attend. (fines will apply ) Section Two Team Registration & Regulation I. Team’s registration will be mailed or e-mail before the new season begins each year. In addition the board members will have a meeting to let all the representatives know the procedure. II. Application fee is not refundable. After the application has being submitted the Board of Directors will take under consideration the following: 1. The availability of soccer field for the season. 2. The order in which the application was submitted. 3. Team’s record in the league (good, bad). 4. Agreement that for one season they are under probation. IV. To recognize a team in the league, the team must register a minimum of 11 players at the beginning of the season, or appointed by the Association. Team will have no more than 22 players in the roster at any given time during the playing season. V. Teams are responsible for the following actions: 1. Take all precaution necessary to prevent spectators, players, and team’s officials of any threats toward referees, board-members, or representatives. 2. To submit the proper registration for players under the legal age (form provided by the Association). 3. Include the registration form with the fees established by the Association; this is after the 18 players have been submitted at the beginning of the season. VI. Teams are not allowed to make any profit by selling the spot in any of the division, a team found of breaching this rule will be expelled immediately. In addition, the following regulation must apply: 1. Teams can not change their name.(This apply to all divisions) 2. A team must be represented in the Association at all times. 3. Teams will be responsible to keep their fans behind the fence when playing on turf fields, failure to do so will result on a $50.00 fine for the first time, $100.00 and a $200.00 for the third time. VII. By failing to register the team with the minimum number of players the association will sanction the team, either by a fine or expulsion. Section Three Players Registration I. Players must provide the following information to be register. 1. Two pictures (2.5 x 4). 2. Fill up the registration form with all the information asked. 3. Submit the consent form if the players is under age (19 yrs. Old, form provided by the league). 4. Paid the fees established by the Association. II. A player is bound to the team for which he signed, unless transferred. III. By signing the registration form players are subjected to the Association’s rules and regulations. IV. Teams that wish to register new player can do so until the date set up by the Association. V. A player must be cleared by the previous team before he can register with the new team. Section Four Transfer of Player I. A player is entitled to be transferred provided that he has complied with the rule and regulation of the league. In addition, he must be cleared of any debt, penalty with the team or association. II. Player is eligible to transfer after the first game in the regular season has started (no exception). III. If a player has being refused the transfer by the team he can applied, without fee, to the association for review; so, he can be transfer. IV. A player can transfer to a team as long he doesn’t go back to the original team. V. The association, at its discretion, may transfer a player(s) from a team that has being declared defunct, but no after the second round of the tournament. VI. All transfers are subject of a fee which is payable to the MSA. Section Five Home Team Duties I. Provide a game ball. II. Provide assistance to the referee (lineman). III. To have an alternative set of uniforms. III. To move to the appositive side of the field in case the away team is in the same side of the field. IV. To put/remove the nets Away Team Duties I. To have a spare ball. II. Provide assistance to the referee (lineman). III. To put/remove the nets Section Six Tournament I. The board of directors will notify the representatives about the beginning of the soccer season. The tournament starts on April and finish in September. 1. If a game is suspended for natural reason or for something out of the board member’s power then the board of directors will re-schedule the game. II. The board of directors have control of how and when the tournament will take place. 1st , 2nd and 3rd Divisions have being created and each team will play according to the division. The tournament will operate as follow: 1st Division: 1. Teams register in this division will play one facing all. They will play twice in the regular season. 2. The team that finish first overall in the regular season will be the champion for the 1st division and named “Cup Winner” in their division. 3. Teams that finish in the first fourth spots in the regular season will advance to the semi-final round. 4. Winners of the semi final will move on to the final match. 5. The third place will be decided accordingly. The best losing team in the semi final will be awarded the third place. 6. The two teams that finish last in the regular season will be relegated to the immediate division. III. The board of directors will run the 2nd division as follow: 2nd Division 1. Team register in this division will play one facing all. They will Play twice in the regular season. 2. The team that finish first overall in the regular season will be the champion for the 2nd division and named “Cup Winner” in their division. 3. Teams that finish in the first fourth spots in the regular season will advance to the semi-final round. 4. Winners of the semi final will move on to the final match. 5. The third place will be decided accordingly. The best losing team in the semi final will be awarded the third place. 6. The teams that finish 1st and 2nd on the regular season will be promoted to the immediate division. The teams that finish last and 2nd last will be relegated to the immediate division. IV. The board of directors will run the 3rd Division as follows: 3rd Division 1.
