Dunning League Rules 2023

General Rules

  1. The losing team will decide whether not to play the remaining innings if a team is 10 runs up after 4 innings. The 10 up after 4 rule only applies during regular season games. Playoff games should be played out to 7 innings regardless of the score.
    10 up after 4, if darkness or lengthy travel is a factor. The teams involved in the game will make the decision to end the game, if up by 10 runs or more after 4 innings. Must be agreed upon by both teams. *Changed 2023*

     

  2. In order to be considered a full game played:
    Full game = 4 innings
    Full game = 5 innings *Changed 2021*

     

  1. In order for a player to qualify for playoffs:
    Playoff Eligibility = 3 games
    Playoff Eligibility = 4 games *Changed 2023*
    Playoff eligibility = 3 games *Changed 2021*

     

  1. Unlimited defensive re-entry rule.  This means that there would be unlimited defensive switches throughout the game.  If a player plays a defensive position during the game, he must have at least one at bat. 

    EXAMPLE: (Excluding the pitcher) 2 players could switch back and forth playing shortstop during the game however at some point the player that was batting in the SS position must allow the other player to have at least 1 at bat. Only for league play. Playoffs is regular 9-man baseball.

  2. Helmets on bases, everyone must wear batting helmets while on base.
     

  3. Bats: Wood Only. Bats must be at most a -3 length to weight ratio.
    Bats (wood or metal) Keeping the metal bats until the 2020 season, but they must be a -3 length to weight ratio. *Changed 2020*

     

  1. 3rd to 1st pick off move this pick off move is no longer allowed.
     

  2. Sliding into 2nd base:  no big collisions, light contact is allowed.
      

  3. Two umpires (plate + 1st base) are highly recommended for league play.  Two umpires are REQUIRED for playoff games.
     

  4. For a team that shows up with only 8 (or less) players, the 9th player will NOT be recorded as an out. For an injury during the game resulting in a team only having 8 players, the injured player will NOT be recorded as an out. Only if a player is ejected by the umpire, resulting in the team only having 8 players, that player's position WILL be counted as an out.
     

  5.  Good quality baseballs are required for league and playoff games. Rawlings or Diamond.

 

Tie Breaking Procedures

  1. Tie breaking procedures for tied teams (points) after league play finishes. (Start at A., if teams are still tied, move to the next letter until tie is resolved, must be done in order.)
     

  1. The team with the most games played is ranked higher.

  2. The head-to-head match-up, the team that won more games is ranked   higher.

  3. The head-to-head runs for, the team that scored more runs is ranked higher.

  4. The head-to-head runs against, the team that allowed less runs is ranked higher.

  5. League runs for, the team that scored more runs is ranked higher.

  6. League runs against, the team that allowed less runs is ranked higher.

  7. Coin Toss

13.   If a game is tied after 7 full innings and darkness or lengthy travel is a factor, a tie can be issued, and the teams would split the points.  Each team shall receive 1 point. Must be agreed upon by both teams, and the umpire. Only for league games. Playoff games should be played at a time where darkness should not be a factor. Baseball Sask overtime rules shall apply (see rule 14). 

14.   If a game is tied after 7 full innings and darkness or lengthy travel is NOT a factor, teams can use the Baseball Sask overtime rules. The last out from the previous at bat is placed on 2nd base to start the inning. Both teams and the umpire must agree and can be used for both league and playoff games.

15.   CFL Crossover Rule - Used only when the league has an unequal split of teams in each division. The last placed team in the bigger division may take the playoff spot of the last place team in the smaller division if they have more points. EX: the 5th place team in the east has 4 points and the 4th place team in the west only has 2 points. The 5th place team in the east would take the spot of the 4th place team in the west. 

Game Cancellations

16.   Calling a game due to darkness is left to the umpire’s discretion.  If the umpire does not think a complete inning can be played before it’s too dark, then the umpire should call the game after the last complete inning played.  If a game is called during the middle of an inning, the score reverts to the last complete bottom inning played.  If the last complete bottom inning played is less than 4 innings the game picks up where it was left off. (see rules below).  If the last complete inning played was 4 or more, the game is considered played and final.

If a league game is suspended for darkness, weather, or lengthy travel, before 4 complete innings have been played then: the game is picked up where it was left, in the same town and with as close to the same rosters as possible.

If a playoff game is suspended for darkness, weather, or lengthy travel before 4 complete innings have been played then: the game is picked up where it was left, in the same town and with the same roster. If you cannot field the same team of 9 players from the original roster you can replace them with a player that was not on the original roster, however this player cannot pitch.

17.   Game cancellation deadline for non-weather-related issues.  Opposing team and Dunning League President or Vice President must be informed before 1:00pm of game day. If a game is cancelled after 1:00pm of game day, the offending team will forfeit the game and the opposing team will win the game with a score of 1-0.

Forfeits/Suspensions

18. If a player/coach is ejected from a game it shall be brought to the attention of the Executive. The Executive will investigate and make a ruling on how many games the player/coach shall be ejected for. 
Player ejection (by an umpire) from a league or playoff game results in an automatic 4-game suspension. Suspension carries into playoffs or next season if applicable.  *Changed 2023*
The team no longer forfeits the game due to their player being ejected. *Changed 2022*

19.   In the event of a forfeited game, all players (on the website roster) from the non-forfeiting team with at least 1 game played already (according to the website stats) in the season shall receive a game played for the forfeited game. The non-forfeiting team wins the game by a score of 1-0. 

Website/Statistics

  1. Rosters and pick up players: It is the responsibility of the teams to contact the Website Administrator and have them add or remove players from their roster on the website. If a new player is on the game sheets, the Website Administrator will NOT add them to the website unless the team requests it. All info that is needed is the players full name and if they are a pitcher. If you want to include a player's jersey number or position you can, but this is not necessary. www.dunningbaseballleague.com

21.   Text pictures of game sheets to the website administrator immediately after each game. The home team is required to send the pictures to the opposing team, as well as the website admin.

22.   Indicate the following stats on the bottom of the game sheets: Winning and losing pitcher, home runs (name), and the final score of the game.  A pitcher must pitch 4 complete innings to be considered a winning or losing pitcher. At the conclusion of those 4 innings, the winning pitcher must have a lead and the losing pitcher must have a deficit.

League Fees: $100 each team pay treasurer before first game of the season…Justin set up e-transfers dunningbaseball@hotmail.com....Lane motioned to pay $300 of league fees towards umpires for the finals and the winning team would receive the extra $100 if it didn't goto game 3.
Teams: Mossbank back in the league,  Herbert, Hodgeville, Gravelbourg, Riverhurst still out.
Schedule: -Start date will be the 4th week of may (May 24th) Playoffs will be the 2nd week of July (July 5th). A 12-game regular season was decided, no crossover until playoffs
All Star Game: Tyler Burnay booked Ross Wells, Lane suggested the highest ranking teams from regular season be in charge of organizing their all star team. No All Star game happened in 2022.
Rules: A bunch or changes, highlighted in red on the Rules page.
Other: Jeff Cheesman was going to look into the cost of a new trophy, so that our current trophy could be retired to the Baseball Hall of Fame in North Battleford. 

Errors or Omissions: This is year 3 of the suspension to Garnet Behm (Ponteix coach)

Had a good season other than some umpire issues in Lafleche. This has been addressed.

New Business:
  1. Probation/League Fees
    Ryder motions to have all teams pay the $100 team fees and new teams to pay their $500 probation fees before their first game. Seconded by Tyler, Carried. Probation fees will be returned to Coronach and Assiniboia Brew Crew at the end of the season if there are no issues.
  2. 10 up after 4 rule clarification
    The rules were changed to clarify this rule. (losing team decides)
  3. North South Crossover
    Decided to go with a 3 division split, so that all the teams will play each other at least once during the regular season.
  4. Player Suspensions
    The rules were changed to clarify this rule. (any ejection goes to the executive to decide how many games)
  5. Playoff Series Completion Dates
    Was discussed and decided with the 3 division split. Same as last year, 12 games.
  6. Trophy - Old one (Baak), New one (Cheeseman)...they want a write up with the trophy…Ralph Karst. New Trophy Costs to the League? Shipping costs to the League?
    Justin motioned to Purchase the “Dundee Cup” ($700). Seconded by Dallas, Carried.  The new Trophy will be purchased with league money. The old cup will be inducted into the Saskatchewan Baseball Hall of Fame in Battleford.
Topics to Discuss each year:

  1. Teams: Coronach is back in, Herbert, Hodgeville, Gravelbourg, Riverhurst still out.
  2. All-Star Game
    Tyler will book Ross Wells in Moose Jaw.  After Lane makes the schedule, he will choose a Saturday in the middle of the schedule, and this will be the All Star date.
  3. Review Rules
    None except the ones discussed in the new business
  4. Contact List
    Updated Mossbank, Assin. Brew Crew, Morse, Rockglen, Coronach  
  5. Schedule
    Due to having 9 teams, it was decided to go with a 3 team 3 division split.  Each team plays the teams in their division 3 times, and everyone else once. Resulting in a 12 game season.
    The league will begin (4th week of may) May 23rd, Make up week will begin (1st week of July) July 3rd, First round playoffs begin (2nd week of July) July 10th. Playoffs done by the last week of July (July 31st)   For playoffs, the top 8 teams make it, and play 1v8, 2v7, 3v6, 5v4.
    North: Morse, Ponteix, Lafleche
    Central: Assiniboia Twilight Aces, Assiniboia Brew Crew, Mossbank
    South: Gelntworth, Rockglen, Coronach
Nominations: (new positions come into effect after the meeting)
A couple things to consider before nominations:
  1. Currently all of the executive members are from the South League.  Would be nice to have an executive member from the North represented.
  2. Ryder and I (Chapin) will be playing on the same team this year, and I don’t think it's a good idea to have teammates who occupy executive positions together.  So either the Vice President or Secretary positions should be changed.

Meeting called to order: Time: 4:01pm

Changes/Omissions to the new agenda: Chapin forgot to put vice president position under the nominations item.

Last year’s minutes:

  • 3 new teams (Assiniboia Aces, Assiniboia Twilight Aces, Lafleche Merchants) Herbert did not have a team.
  • Ponteix Forfeit (Both Tanners now eligible, Garnet Behm on year 2 of 5 suspension)
  • League Fees ($100/team, $50 to league, $50 to new trophy)
  • No All-Star game
  • Playoff eligibility was 4 regular season games
  • No Cross over in league because each division has 5 teams, until the playoffs
  • Player Ejection is now a 4-game suspension, no forfeit to the team
  • President looking into cost of new trophy

President Report:
Was a good season last year.  Aside from 2 team being tied in the regular season standing all the way down to head-to-head runs for being a difference of 1 run, there were no big issues that had to be handled by the president.

Treasure Report:
$540.75 currently in the account.

 

 

New Business:

  1. League Fees:
    -Each team will pay $100 in league fees to the new treasurer Justin Greffard by May 24th (season start date).
    -Justin was going to look into setting up e-transfers on the account to make it easier for teams to pay their fees.
    -Lane Jepson motioned to pay $300 (of league funds) towards umpire fees in the final series of playoffs. Seconded by Ryder. $100 per game will be sent to the home team to help pay for umpires.  It is the discretion of the team to get their regular umpires or hire umpires out of the city. If game 3 is not needed, the winning team shall be sent the extra $100 regardless.
  2. Teams:
    Hodgeville is out, Herbert is still trying to have a team, they want to be kept in contact and included in the scheduling.  Mossbank is in, the contact is Ben Wilson.
  3. Schedule:
    -East Division: Braves, Twilight Aces, Glentworth, Rockglen
    -West Division: Ponteix, Morse, Herbert, Lafleche, Mossbank.
    -Start date will be the 4th week of may (May 24th) Playoffs will be the 2nd week of July (July 5th). A 12-game regular season was decided, no crossover until playoffs.
  4. All-Star Game:
    -Tyler Burnay was going to look into renting Ross Wells in Moose Jaw in August, or sometime after playoffs have finished.
    -Lane suggested that the highest-ranking teams (by points) in each division after the regular season, will the responsible for organizing the east and west division teams for the All-Star game. Everyone agreed.
  5. Review Rules:
    A bunch of changes, re-wording and new rules were added.  The “Rules” pages will be updated accordingly.
  6. Other:
    -Jeff is going to look into the cost of a new trophy, so that the old one can be retired into the Sask. Baseball Hall of Fame.

Dunning League Rules 2019 1. Ten up after five rule if darkness (or lengthy travel) is a factor. It was decided that the teams involved in the game will make the decision to end the game, if up by ten runs or more after four innings.

2. The amount of innings played to be considered a full game has been changed from 5 to 4 complete innings.

Calling a game due to darkness is left to the umpire’s discretion. If the umpire does not think a complete inning can be played before it’s too dark, then the umpire should call the game after the last complete inning played. If a game is called during the middle of an inning, the score reverts to the last complete inning played. If the last complete inning played is less than 4 complete innings the game picks up where it was left off. (see rules below). If the last complete inning played was 4 or more, the game is considered played and final.

If a league game is suspended for any reason (darkness, weather) before 4 complete innings have been played then: the game is picked up where it was left, in the same town and with as close to the same rosters as possible.

If you cannot field a team of 9 players from the original roster you can replace them with a player that was not on the original roster, however this player cannot pitch.

3. It was decided that during league play, we would have an unlimited re-entry rule. This means that there would be unlimited defensive switches throughout the game. If a player plays a defensive position during the game, he must have at least one at bat. EX: 2 players could switch back and forth playing short stop during the game however at some point the player that was batting in the SS position must allow the other player to have at least 1 at bat.

4. Helmets on bases everyone must wear batting helmets while on base.

5. Bats (wood or metal) Keeping the metal bats until the 2020 season, but they must be a -3 length to weight ratio.

6. 3rd to 1st pick off move this pick off move is no longer allowed. 7. Sliding into 2nd base No big collisions, light contact is allowed.

8. Umpires (1 or 2) playoffs highly recommended to have a home plate umpire and base umpire for both league and playoff games.

9. Playoff eligibility = 3 games

10. For a team that shows up with only 8 players, the 9th player will NOT be recorded as an out. For an injury during the game resulting in a team only having 8 players, the injured player will NOT be recorded as an out. For a player that is ejected from a game, the offending team automatically loses.

11. Game cancellation deadline (non-weather related) Opposing team and Dunning League President/Vice President (Jeff Cheesman/Dave Fischer) must be informed before 1:00pm of game day. If a game is cancelled after 1:00pm of game day the offending team will lose with a score of 1-0.

12. Rosters and pick up players: It is the responsibility of the teams to contact the Website Administrator and have him add or remove players from their roster on the website. If a new player is on the game sheets, the Website Administrator will NOT add them to the website unless the team requests it. All that is needed is the players full name and if he is a pitcher that must be indicated. If you want to include players jersey number or position you can, but this is not necessary. The Website Administrator this year is Jordan Wilson (306) 629-7775

13. Text pictures of game sheets to the website administrator immediately after each game, BOTH TEAMS.

14. Stats (wins/losses, HR, pitchers) please indicate on the side of the game sheets who the winning and losing pitcher is, if applicable and who has hit home runs that game, if applicable. A pitcher must pitch 4 complete innings to be considered a winning or losing pitcher. At the conclusion of those 4 innings, the winning pitcher must have a lead and the losing pitcher must have a deficit.

15. Determining Playoff Home Advantage (After Cross-over): Points in regular season. It was also discussed that since there are 5 teams in the south and only 4 in the north that if the 5th place team in the south has more points that the 4th in the North, then the 5th in the south becomes the 4th in the north and takes their spot in the playoffs.

16. Please use good quality baseballs for games. Rawlings or Diamond.

1. Call meeting to order: 2:04pm

2. Changes/additions to the agenda: none.

3. Minutes from the last meeting (2018)

a. Errors or Omissions: none.

b. Adoption of the minutes: Dave, Jordan.

c. Business arising from the minutes: none.

4. President’s Report (Jeff): Season went good, aside from a couple problems arising in playoffs, these issues will be dealt with later in this meeting.

5. Treasurer’s Report (Jeff): $341.09 currently in the Dunning League bank account. $31.50 was spent on website renewal. $375.00 was spent on the All Star Game. $300 for diamond rental and $75 for umpire.

6. Executive Nominations

a. President – Jeff Cheeseman i. Resignation/Nominations Let his name stand, but will be his last year.

b. Vice President - Chapin Sleightholm i. Resignation/Nominations Dave Fischer was nominated and has accepted the nomination.

d. Treasurer – Jeff Cheeseman i. Resignation/Nominations Let his name stand, but will be his last year.

e. Website Administrator – Byron Klein i. Resignation/Nomination Jordan Wilson will either find someone from his team or assume the Website Administrator duties himself.

7. New Business

a. League Fee for All Star Game and Insurance Adam motioned for there to be a league fee of $50 per team, which will be used to hire qualified umpires for the 3 games of the finals. The host teams will share the remainder of the cost of the umpires should there be any. Seconded by Dave. Motion carried.

Adam Motioned that each team pay an equal share of the cost of the All Star game. If there are 9 teams, divide the cost of the All Star game ($400) by 9 teams. Seconded by Dave. Motion Carried.

b. All Star Date Last Years Date was June 2nd This year’s date will be near that same date. Jeff will get the available dates for Ross Wells Park and a decision will be made via text message later.

c. SBA insurance $5 per player More details to come via email from Jeff. The decision is left up to the teams, if they want to insure their whole team or just some of their players, or none.

North/South Split for league play Jeff will make a sample schedule with 3 pools of 3 teams or 2 pools of 4 teams where you play a home and away with the teams in your pool and only 1 game against each team from the other pool. This will reduced the number of league games to 10 games and therefore free up 2 weeks from the schedule. This will allow the league to start 2 weeks later. Gravelbourg needs a week or 2 to figure out if they will have a team, this will affect the schedule.

g. North/South in charge of their own schedule If the league needs to split north/south and there are no crossover games during league play, it may be beneficial for the divisions to make their own schedule. This can be discussed further if a true league split happens. It was the consensus of the members at the meeting that a true league split would not be ideal.

h. Wood bats next year any questions or concerns None. Reminder that the wood bats still need to be a -3 drop.

i. 9 man baseball any questions or concerns It was decided that during league play, we would have an unlimited re-entry rule. 2018 Dunning League

-Meeting called to order @2:15

-All in attendance- Jeff Cheesman(President),Chapin Sleightholm(secretary), Rockglen, Coronach, Gravelbourg, Herbert, Glentworth, Hodgeville.

-Jeff read the treasure report.

-New business- Chapin stepped down as the stats guy, Byron said he will think about it. He will let Jeff know.

-Assinaboia has until April 30th to decide if they are going to join the league,

-Mark H also brought up that a team from Swift Current is interested in joining the league in 2019.League decision will be made next year.

-It was brought up to try and hold an All Star Game in Moose Jaw this year. All teams are in favour of trying this and splitting the $300 for field rent. Myron Fowler will talk with Ross Wells and get a date.

-Wood Bats are still going to be brought in for the year 2020.

-Schedule will go out after Assiniboia has made their decision.

-Other Business- Nine man roster. It was brought up to have nine man roster for the whole season. After discussion it was voted on by the teams in attendance. All teams voted in favour of going to a nine man roster.

The 2016 season seemed to run fairly smooth. The major changes for the 2016 season involved the schedule. Going back to a North south format to eliminate some of the long distance games. This came in handy as there was more rain out games this year and caused some scrambling to get games made up. The other change involved the playoff format. With the semi finals being a crossover rather than a North and South final. This created the possibility to have two division rivals to meet in the final. This was the case in 2016. All three games of the final had attendance between 100-200 spectators for all 3 games. A little confusion towards the designated hitter rules for playoffs but those seemed fairly minor. 1 playoff game was played with only 1 umpire against league policy. The game was played but guidelines need to be setup to address how this situation is to be handled in the future. The only other issue to deal with involved teams willingness to schedule makeup games at the end of the year when final league standings were at stake. The simplest way to correct this would be to move the make up week ahead one week and have a week of league games for the following week. This would leave enough points available to be won that a team would be unable to manipulate the final standings by not playing a team that is behind them in the schedule. To add to this the last 2 games on the final week of the schedule "could" be made as a play it or forfeit it game to keep teams from not playing them. I am stepping down as league president. I would be willing to make the 2017 schedule based on the format decided at the 2017 meeting if no one else is interested in doing it.

5. Treasurer’s Report

The Dunning League bank account was closed on June 20, 2014. There was $567.25 withdrawn. 2 bills have been paid with cash since then. The first to Clayton Menzies for $26.40 to add some missing engravings on the league trophy. This was approved to be paid at the 2016 league meeting. The second bill paid with cash was to Myron Fowler for two years of the website for $63.00?. Both bills have been included. The league has a current cash balance of $477.85. All funds are a counted for.

a. Discussion of report: The question was asked, should we charge league fees? At the time we couldn’t find a good use for league fee money other than paying for our website usage every year. We will re visit this topic at next year’s meeting.

8. New Business

a. Wood bats: 2020 season we will be switching to wood bats with a -3 length to weight ratio. We chose 3 years so that teams can start buying wood bats and players can get used to hitting with them.

b. 9 man bat: Lots of discussion on this topic, both for and against the 9 man bat rule. We decided to table this discussion and allow the President and Vice president to try and come up with a solution that makes both sides happy.

c. Playoff Eligibility: 3 games

d. Forfeiting: Changed the time from 12:00pm to 1:00pm for non- weather related forfeit to allow teams to have the lunch break to try and find a solution to the forfeiting issue. Must contact the other team before 1:00pm on game day or you forfeit the game losing 1-0. ? e. Moving make up week: We decided to move the make-up week ahead one week so that there are still games scheduled the last week before playoffs, this should eliminate teams trying to not make up games in order to manipulate the regular season standings.

f. Sending game data: Both teams need to send a picture of the game sheet to Chapin (306-270-7977)

i. All Star Game: We decided to bring back the All-Star Game this year. The location is Glentworth for the 2017 season because Jeff Cheesman stepped up to become President so we allowed him to host the first All Star Game. In future seasons we will chose the location from a draw until there are no locations left and then go back to the top of the list. We decided that each team will send 1 pitcher and 3 players to form the North and South teams. The game itself will not determine anything, just done for fun. We chose July 8th as a tentative date (however this date already doesn’t work for the host team).

9. Round Table: It was asked that the schedule include weekend double headers for long road trip games. It was decided that the President and Vice President would do their best to make this happen, and teams would email the President with dates that did not work for them. So please do this immediately so the schedule can be made ASAP.

22.Playoff format 8 team playoff, bottom ranking team from the south is eliminated. First round of playoffs occurs within your division (north, south). Second round of playoffs crosses over divisions. Home Field advantage for playoffs is decided by regular season points.

Riverhurst Raiders 2016 Dunning League Champions!

On Tuesday night the Riverhurst Raiders season came to an end claiming the 2016 Dunning Baseball League Championship over the Hodgeville Heat in game 3 of a very exciting series. The Raiders jumped out to an early lead in game 1 and ended up taking it 16-5. Game 2 back in Hodgeville was dominated by some excellent pitching. The Hodgeville Heat won 6-5 with a walk off hit in the bottom of 7 to the delight of their home town crowd forcing a deciding game 3 back in Riverhurst. Game 3 started with the Riverhurst Raiders getting an early lead, but the Hodgeville Heat kept it to a 2 run game until the last inning. The final score of game 3 was 12-3 for Riverhurst. Both teams had outstanding fan support throughout the series at home and on the road. A crowd of approximately 150 people were on hand to watch game 3. Once again the Dunning League had a very competitive year. Enough that none of the top 3 teams after the regular season advanced to the league final. The league also expanded by two teams this season with Gravelbourg and Glentworth rejoing the league. On behalf of all the teams a big thank you goes out to all the volunteers that help out during the season, and to all the fans that came out to watch. We will be excited to have things get started again next spring for the 2017 season.
